Census (Aus)

Overview

The Census (Aus) program generates statistical reports to collect the data needed for the annual Non-Government Schools Census, which schools must complete for the Australian Government’s Department of Education.

This annual data collection gathers information about schools, employees, and students across Australia, including de-identified details such as the number of students and staff, students on visas, and Aboriginal and Torres Strait Islander students. It also includes the Nationally Consistent Collection of Data on School Students with Disability (NCCD) for students with disabilities.

Follow the Census (Aus) Checklist to complete this data collection.

This program generates three reports. Upon opening, a drop-down list presents these options:

User Security Permissions

Access to the Census (Aus) program, Census Reports, and Student Census Data Extract requires 'View' permissions on the ‘Census (Aus)’ security point.

Access to the Employee Census Data Extract requires 'View' permissions on the '--- Employee Census Data Extract' security point.

These features can be enabled in TASS.web System Admin > Users > User Maintenance or Security Role Permissions.

Use the ‘Student Census Data Extract’ and ‘Employee Census Data Extract’ to produce the data in the format needed for transfer into the Census Upload Tool available on the SchoolsHUB website.

Census Reports

The ‘Census Reports’ option generates a report that details the number of students by age for each year group at your school. It can be run for your entire school population or with the following filters applied:

  • Gender.

  • Indigenous Status.

  • ESL (English as a Second Language).

  • House.

  • Campus.

  • Any Student User Defined field.

Important!

The Census Report will only include students with a 'Residency Status' with the 'Include in Census' flag set to 'Y'. It will also warn you if there are students in the database who do not have a 'Residency Status'.

Residency Statuses are set up in TASS.web Student Admin > Student Records > Setup Information > Countries/Languages/ResStatus on the 'Residency' tab.

Students' Residency Status can be maintained from the 'Residency Status' field in TASS.web Student Admin > Student Records > Student Information > Students on the 'General' tab. This data can also be modified in bulk using TASS.web Student Admin > Student Records > Student Information > Students Grid Entry, and selecting the 'Residency Status' field on the 'Process' tab.

General Tab

Use the fields on the ‘General’ tab to determine the students to be included in the Census statistics.

Fields that require further explanation

* Ageing Date

This is the date used to determine the age of the students.

This is a mandatory field.

* Include Students who are current at:

This field is used to determine the students who are current and, therefore, included in the statistics. This field will default to today's date.  

You can change this to the 'Ageing date'. The program will then use that date to determine which students are current as of that date and include them in the statistics.

This is a mandatory field.

Gender of Census

Select the 'Combined' option to produce a single-page Census Report that includes all student gender numbers.

Select the 'Separated' option to produce a multi-page Census Report with separate statistics for each student gender.

Students' Gender can be maintained from the ‘Gender' field in TASS.web Student Admin > Student Records > Student Information > Students on the 'General' tab. This data can also be modified in bulk using TASS.web Student Admin > Student Records > Student Information > Students Grid Entry, and selecting the 'Campus' field on the 'Process' tab.

Genders are set up in TASS.web Community > Setup Information.

Indigenous Students

Select the 'Included' option to produce a Census Report that includes both Indigenous and Non-Indigenous student numbers.

Select the 'Excluded' option to produce a Census Report that does not include Indigenous student numbers.

Select the 'Only' option to produce a Census Report that includes only Indigenous student numbers.

Students' Indigenous Status can be maintained from the ‘Indigenous Status' field in TASS.web Student Admin > Student Records > Student Information > Students on the 'MCEECDYA’ tab. This data can also be modified in bulk using TASS.web Student Admin > Student Records > Government Returns > MCEECDYA Grid (Aus), and selecting the 'Ind. Status' field on the 'Process' tab.

Students with the ‘Indigenous Status’ codes 1, 2 or 3 are considered 'Indigenous' by this program.

ESL Students

Select the 'Included' option to produce a Census Report that includes both English as a Second Language (ESL) and non-ESL student numbers.

Select ‘Excluded’ to produce a Census Report that does not include ESL student numbers.

Select the 'Only' option to produce a Census Report that includes only ESL student numbers.

Students' ESL codes can be maintained from the 'Languages other than English at Home' field in TASS.web Student Admin > Student Records > Student Information > Students on the 'MCEECDYA’ tab. This data can also be modified in bulk using TASS.web Student Admin > Student Records > Government Returns > MCEECDYA Grid (Aus), and selecting the 'Stud LOTE' field on the 'Process' tab.

Students with a Language Code other than '1201 - English' are considered 'ESL' by this program.

House

Use this drop-down list to filter the Census Report to include data for one or more houses. Leave this field blank to include all houses.

This is a multi-select field. Hold the 'Shift' key while clicking to select a range, and hold the 'Ctrl' key to select additional fields individually.

Students' House data can be maintained from the 'House' field in TASS.web Student Admin > Student Records > Student Information > Students on the 'General' tab. This data can also be modified in bulk using TASS.web Student Admin > Student Records > Student Information > Students Grid Entry, and selecting the 'House' field on the 'Process' tab.

Campus

Use this drop-down list to filter the report by campus. This multi-select drop-down list allows you to select two or more campuses. Leave this field blank to include all campuses.

This is a multi-select field. Hold the 'Shift' key while clicking to select a range, and hold the 'Ctrl' key to select additional fields individually.

Students' Campus data can be maintained from the 'Campus' field in TASS.web Student Admin > Student Records > Student Information > Students on the 'General' tab. This data can also be modified in bulk using TASS.web Student Admin > Student Records > Student Information > Students Grid Entry, and selecting the 'Campus' field on the 'Process' tab.

UD Tab

Use the fields on the ‘User Defined (UD)' tab to further filter the students who will be included in the Census Report statistics.

Print Tab

Use the fields on the ‘Print’ tab to format your Census Report.

Fields that require further explanation

Report Format

Census Report

This will produce a summarised Census Report with the number of students by age for each year level. 

It will only include students who:

  • Were 'current' at the date entered in the 'Include Students who are current at:' field on the 'General' tab of this program and

  • Have a 'Residency Status' with the 'Include in Census' flag set to 'Y'.

Detailed Census Report

This will produce a detailed Census Report that lists students by age within the year group, e.g. Students in Year 11 who are 15 years old, Students in Year 11 who are 16 years old, etc.

It will only include students who:

  • Were 'current' at the date entered in the 'Include Students who are current at:' field on the 'General' tab of this program and

  • Have a 'Residency Status' with the 'Include in Census' flag set to 'Y'.

Formatting Options

Choose the destination of your report. This can be in PDF, Excel® or Word® formats.

The ‘Table Borders' and 'Alternate Row Colours' options can enhance the report's readability. The 'Alternate Row Colour' option is not available when the report’s destination is Excel®.

The 'Portrait' and 'Landscape' options allow you to change the page orientation when exporting to PDF and Word®.

Report Title

Enter a preferred title for the report or use the default titles ‘CENSUS REPORT' or 'DETAILED CENSUS REPORT’.

Click ‘GO’ to generate your Census Report according to your chosen filters and formatting options.

Employee Census Data Extract

The ‘Employee Census Data Extract’ option produces the employee required format for uploading data into the SchoolsHUB Census Upload Tool. It also creates an ‘Excluded Employees Listing’ to identify employees not included in the export. These reports can be run for your entire school population or with filters on the ‘Employee’ or ‘Payroll’ tabs.

Important!

The Employee Census Data Extract will only include employees with:

  • a ‘Start Date’ less than or equal to the latest ‘School Date’ selected on the ‘Process’ tab of this program.

  • a ‘Termination Date’ is null or greater than or equal to the first ‘School Date’ selected on the ‘Process’ tab of this program.

  • The ‘Main Activity’ field equal to ‘Administration and clerical’, ‘Building Operations’, ‘Executive’, ‘Principal’, ‘Specialist Support’ or ‘Teacher’.

The Employee’s ‘Start Date’, ‘Termination Date’ and ‘Main Activity’ can be maintained in TASS.web Payroll HRM > Employee/HR > Employee Information > Employees on the ‘General’ tab. 

Saved Configurations

If a previously saved configuration exists, the ‘Saved Configurations’ screen will appear when you open the program. The screen will not appear if no configurations have been saved.

Select a configuration from the drop-down list and click ‘Next’ to load the program, or leave the field blank and click ‘Next’ to create a new configuration. You can save multiple 'Configurations'.

If you select a saved configuration made by someone else and then modify the selection criteria before running the report, you will alter that configuration.

To use a previously saved report configuration, select it from the 'Use a Previously Saved Configuration' picklist and click 'Next'.

The 'Use a previously saved configuration' picklist will only be available if a saved configuration exists.

To create a new configuration, click the 'Next' button without selecting an option from the 'Use a Previously Saved Configuration' picklist.

Enter your runtime options for the program.

To save the runtime options that you have entered as a re-usable report configuration, enter a meaningful description into the 'Save this Configuration as' field on the 'Process' or 'Print' tab.

You can delete a report configuration by selecting it from the picklist, clicking the 'Next' button, and then clicking the 'Delete' option.

You can modify an existing configuration by selecting it, making the necessary changes to the run-time options, then clicking 'GO' on the 'Process' or 'Print' tab. You need to ensure the 'Save this Configuration as' field is populated with the report configuration name. This field is populated automatically when an existing configuration is selected.

General Tab

Use the fields on the ‘General’ tab to determine the employees to be included in the Employee Census Data Extract.

Fields that require further explanation

* Census Date

Enter the date of the Census. This is a mandatory field.

* AGEID

Enter your school's ‘Location AGEID’ issued by the Australian Government Department of Education. This is a mandatory field.

Employee Tab

Use the fields on the ‘Employee’ tab to filter the employees who will be included in the Employee Census Data Extract.

This tab displays filter fields similar to those found in TASS.web Payroll/HRM > Employee/HR > Employee Information > Employees on the 'General' tab.

Payroll Tab

Use the fields on the ‘Payroll’ tab to filter the employees who will be included in the Employee Census Data Extract.

This tab displays filter fields similar to those found in TASS.web Payroll/HRM > Payroll > Employee Information > Employees on the 'Payroll Details' tab.

User Security Permissions

Users must have the '--- Employee Census Data Extract' permission to access all fields in this program. To enable this permission, use TASS.web System Admin > Users > User Maintenance or Security Role Permissions.

Process Tab

The ‘Process’ tab is used to enter information that will be included in your report and to choose the file format.

Absentee Parameters

* Start Date and End Date

Enter the date range of attendance records included in the report. These are mandatory fields.

Nominate the Non-School Days

Use the ‘Nominate the Non-School Days’ section to exclude non-school days for the attendance period for this export.

Click the 'Load Dates' button to load a chronological list of dates based on the 'Start Date' and 'End Date' entered above (excluding weekends) into the 'School Dates' panel.

The maximum number of dates that can be processed at once is 450. If the date(s) entered in the range are weekend dates only, no dates will be loaded. The user will get the message 'No dates loaded. Please try again'.

Transfer any non-school dates (e.g. Public holidays) that appear in the ‘School Dates' panel over to the ‘Non-School Dates’ panel by selecting a date and then clicking the 'Selected->’ icon.

The ‘School Dates' and 'Non-School Dates’ panels are multi-select fields. Holding down the 'Shift' key while clicking allows for a range selection, and holding down the 'Ctrl' key enables the individual selection of additional fields.

The ‘Total Number of School Days' and ‘Total Number of Non-School Days’ sections beneath each panel will automatically update based on your selections. Use these to ensure your date selections are correct before exporting the data.

If the order of dates becomes disorganised after you move them from one panel to another, click the 'Sort Dates' button to reorder them chronologically in both panels.

If you make a mess, click the 'Clear Dates' button and then the 'Load Dates' button to start fresh.

After clicking the ‘Load Dates' button, the ‘Start Date’ and ‘End Date’ fields are locked. Click the 'Clear Dates' button to edit these fields.

Report Format

Employee Census Data Extract

The ‘Employee Census Data Extract’ is the default report format. It can be used to upload data into the SchoolsHUB Census Upload Tool.

Use the most recent version of the Census Upload Tool available from the SchoolsHUB website.

The ‘Employee Census Data Extract’ will only include employees with:

  • a ‘Start Date’ less than or equal to the latest ‘School Date’ selected on the ‘Process’ tab of this program.

  • a ‘Termination Date’ is null or greater than or equal to the first ‘School Date’ selected on the ‘Process’ tab of this program.

  • The ‘Main Activity’ field equal to ‘Administration and clerical’, ‘Building Operations’, ‘Executive’, ‘Principal’, ‘Specialist Support’ or ‘Teacher’ in TASS.web Payroll HRM > Employee/HR > Employee Information > Employees on the ‘General’ tab.   

Excluded Employees Listing

The ‘Excluded Employees Listing’ will produce a report of employees who are excluded from the Census.

The ‘Excluded Employee Listing’ will only include employees with:

  • a ‘Start Date’ less than or equal to the latest ‘School Date’ selected on the ‘Process’ tab of this program.

  • a ‘Termination Date’ is null or greater than or equal to the first ‘School Date’ selected on the ‘Process’ tab of this program.

  • The ‘Main Activity’ field empty or not equal to ‘Administration and clerical’, ‘Building Operations’, ‘Executive’, ‘Principal’, ‘Specialist Support’ or ‘Teacher’ in TASS.web Payroll HRM > Employee/HR > Employee Information > Employees on the ‘General’ tab.   

Sort By

There are two sort order options available:

  • Select ‘Surname’ to sort the report by ‘Surname’, then by 'Preferred Name'.

  • Select ‘Employee Code’ to sort the report by ‘Employee Code’.

Formatting Options

When ‘Employee Census Data Extract is selected, 'Export to Excel' is the only option available, and the other options are disabled. You can use this format to transfer your data in the SchoolsHUB Census Upload Tool.

Use the most recent version of the Census Upload Tool available from the SchoolsHUB website.

‘Export to PDF’ is the default setting for the ‘Excluded Employees Listing’ unless a saved configuration has been loaded. You can also export this to Excel® or Word®.

The 'Show Table Borders' and 'Alternate Row Colours' options can enhance the report's readability. However, 'Alternate Row Colours' is unavailable when exporting to Excel®.

The 'Portrait' and 'Landscape' options allow you to change the page orientation when exporting to PDF and Word®.

Save this Configuration as

If populated with a value and you click 'GO', the current report settings will be saved using the configuration name entered in this field.

To create a new re-usable configuration template, enter a meaningful description in the ‘Save this Configuration as’ field. You can save more than one 'Configuration'.

If you choose a saved configuration made by someone else and have altered the selection criteria before running the report, you will change that configuration.

A report 'Configuration' will only save or update if a report is successfully run.

Click the 'GO' button to generate the report.

When the ‘GO’ button is clicked, a check will be performed to ensure that there are dates in the ‘School Dates' list. If not, the message “No School Dates found. Use 'Load Dates' button to populate School Dates” will be displayed. If this occurs, follow the instructions in the 'Nominate the Non-School Days’ section above, then regenerate the report.

Otherwise, 'NS' will be displayed.

This data is extracted from the ‘Indigenous Status’ field in TASS.web Payroll/HRM > Payroll > Employee Information > Employees on the ‘General’ tab.

If TASS Payroll is not enabled, ‘Total FTE' will display as 0.

If TASS Payroll is enabled, the 'F.T.E.’ field value from TASS.web Payroll/HRM > Payroll > Employee Information > Employees on the 'Payroll Details' tab will populate this field.

Student Census Data Extract

The ‘Student Census Data Extract’ option produces the student required format for uploading data into the SchoolsHUB Census Upload Tool. It also creates an ‘Excluded Students Listing’ to identify current students with a 'Residency Status' set with 'Include in Census' set to 'No (N)' or current students without a 'Residency Status'. These reports can be run for your entire school population or with filters on the ‘Student’ or ‘User Defined’ tabs.

Important!

The Census Report will only include students with a 'Residency Status' with the 'Include in Census' flag set to 'Y'. It will also warn you if there are students in the database who do not have a 'Residency Status'.

Map Genders

Use the 'Map Genders' icon to view or edit the specific TASS genders and codes mapped for this report.

Important!

If your school has defined additional gender types that are not recognised by the report's governing body, you will see the following message:

'Unmapped Genders exist. To run this report you must use the 'Map Genders' icon, and enter a mapping for all genders.'

To run the report, any additional genders in your database must be mapped to those that are accepted for the report by the governing body.

For example, if the governing body were to accept 3 gender types:

  1. Female might map to gender code 'F'.

  2. Male might map to gender code 'M'.

  3. Any additional gender types that your school recognises could map to 'Unknown' (gender code 'U')—if the governing body recognises this gender type and you have defined it (or it is already defined) in TASS.

For Census, the Australian Government’s Gender Code for indeterminate/unspecified is 'X'. ‘Gender X’ includes individuals who identify as a gender different from their assigned sex at birth or as non-binary. For more information, refer to SchoolsHUB documentation.

General Tab

Use the fields on the ‘General’ tab to determine the students to be included in the Student Census Data Extract.

Fields that require further explanation

* Census Date

Enter the date of the Census.  This is a mandatory field.

* Ageing Date

This is the date used to determine the age of the students (based on this date and their DOB). This is a mandatory field.

* AGEID

Enter your school's ‘Location AGEID’ issued by the Australian Government Department of Education. This is a mandatory field.

Student Tab 

Use the fields on the ‘Student’ tab to filter the students who will be included in the Student Census Data Extract.

This tab displays filter fields similar to those found on the 'General' tab in TASS.web Student Admin > Student Records > Student Information > Students.

User Defined Tab

Use the fields on this ‘User Defined' tab to further filter the students who will be included in the Student Census Data Extract.

This tab displays filter fields similar to those found on the 'User Defined' tab in TASS.web Student Admin > Student Records > Student Information > Students.

Process Tab

The ‘Process’ tab is used to enter information that will be included in your report and to choose the file format.

Sort By

There are three sort order options available:

  • Select ‘Surname’ to sort the report by ‘Surname’, then by 'Given Name'.

  • Select ‘Student Code’ to sort the report by ‘Student Code’.

  • Select ‘Year Group’ to sort the report by ‘Year Group’, then by 'Surname, Given Name'.

The ‘GO' button is unavailable when there are genders in the genders table that do not have a corresponding record in the gender mapping table for this report. If this occurs, follow the instructions outlined in the ‘Map Genders’ section above, then generate the report again.

When ‘GO' is clicked, a check will be performed to ensure that there are dates in the 'School Dates' list. If not, the message “No School Dates found. Use 'Load Dates' button to populate School Dates” will be displayed. If this occurs, follow the instructions outlined in the 'Nominate the Non-School Days’ section above, then generate the report again.

When ‘GO' is clicked, the system will also check if any current students have no residency status, e.g. a ‘Residency Status' set to NULL. If students exist, a warning message will be displayed with the text 'WARNING: The Census will not be accurate because Students with no Residency Status exist.' If this occurs, follow the Residency Status information outlined in 'Student Census Data Extract’ section above, then generate the report again.

Year Group

Where the Year Group is between 1 and 12, 'Year [year group]' is displayed, e.g. 'Year 11'. Where the Year Group is 0 or -1, 'Foundation' is displayed.

The ‘Year Group’ data is extracted from the ‘Year Group’ field in TASS.web Student Admin > Student Records > Student Information > Students on the 'General' tab.

Age

The student's age is calculated based on the student's ‘Date of Birth’ and the ‘Ageing Date’ indicated on the ‘General’ tab of this program.

The ‘Date of Birth’ data is extracted from the ‘Date of Birth’ field in TASS.web Student Admin > Student Records > Student Information > Students on the 'General' tab.

Gender

The values for this field are determined by combining the ‘Gender' field in TASS.web Student Admin > Student Records > Student Information > Students on the ‘General' tab, and the 'Map Genders’ feature in this program.

Indigenous

When the Student's Indigenous Status = 1, 2, or 3, then 'I' will be displayed.

When the Student's Indigenous Status = 4, then 'N' will be displayed.

Otherwise, 'NS' will be displayed.
